The second ordinary general assembly meeting of Afigya Kwabre South District Assembly was held at the Kodie Methodist auditorium on Monday August 14th, 2023. The Presiding Member was absent from the meeting due to health reasons so the house by hand raising elected Hon. Felix Ampomah the Assemblyman for Apagya to preside over the meeting.
The acting presiding member, Hon. Felix Ampomah called the meeting to order and the business of the day was commenced. Minutes of the previous meeting held on 31st of March, 2023 was read and confirmed by the house with the necessary corrections made.
On matters arising, Hon. Rexford Mintah, the Assemblyman for Adwumakaase Kese asked for updates on the One Household One Toilet since some people from his community had paid but construction had not begun.
In response to this, the District Environmental Health Officer, Mr. Simon Nayoh briefed members on the progress of the project, emphasizing that construction had begun for some areas. He also added that, for the contractors to move to an area, the number of household requesting must be encouraging.
The acting presiding member also suggested that construction should begin for areas with less patronage to encourage others to get on board. He also encouraged Assembly members to sentize their community members on the project for them to enroll.
There was also a presentation from Zipline, an institution stationed at Mampong that delivers medical items to health Facilities using drones. The presentation covered how this company has made delivery of medical items like blood and essential medications to remote areas faster, saving lives and preventing casualties. He also mentioned how Zipline helped deliver examination papers to a village that was not accessible by road due to rains in the just ended BECE Examination. He encouraged the district to patronize.
Hon. Doris Oti, a government appointee raised a concern about a basic school building at Bomso that had become a death trap to the student and teachers in the school and pleaded for an urgent intervention from the Assembly. Hon Isaac Gyamfi, Assembly member for Afrancho, on the same issue pleaded that if it was possible, all education projects should be transferred from DACF to IGF so that the uncompleted school projects can be attended to as soon as possible.
The acting presiding member assured members that a meeting would be held with the contractors to have a discussion on the abandoned projects.
The District Education Director made a complaint about a trend in the district where people defecated in classrooms. He asked that Assembly members should encourage their community members to protect their schools and even provide light and security for the schools to deter those that engaged in that barbaric act. Nana Adusei also suggested a meeting with the Chiefs in the District to solve this problem.
Hon. Anokye made a complaint about the situation at Aduman CHIPS Compound where the same ward is used for admission and delivery. He pleaded for the construction of a maternity block for the facility. Hon. DCE responding to this advised that it would be easy and faster if the community took the initiative of starting the project and sought support of the Assembly.
Hon. Emmanuel Mensah requested for an update on the provision of television sets for Kindergarten schools. DCE responded that, the project could not be funded since it was not captured in the budget for year. He indicated that it would be included in the next budget.
Following these deliberations, District Chief Executive Hon. Christian Adu-Poku delivered a report on the Executive Committee meeting that had taken place in the District Education Conference Room on Thursday, July 20, 2023. He gave the house twenty-eight (28) suggestions derived from the meeting’s findings for discussion and approval.
The house agreed that the proposals should be implemented for the District’s benefit after a lengthy discussion of them.
NHIS not operating in the District, the absence of a juvenile court, the establishment of a marriage registry in the District, and the establishment of a fire station in the District were some of the issues that was discussed.
In his final remarks, the acting presiding member thanked all of the departmental heads, Hon members, and employees who were present for honouring the meeting with their attendance and contributing to its success.
